Phil Chalmers, America’s Leading Authority on Juvenile Homicide, will be conducting his “Why Teens Kill” Training, with celebrity guest Joe Schillaci from the hit series “The First 48.” The event is being hosted by the Cheyenne Police Department and is open to law enforcement, school personnel, parents, and all organizations who work with youth.
